Barry Goldstein remembers that after the review committee’s recommendations had been made, JPL’s deputy director, Larry Dumas, gave a little speech attacking all the negativity in the room. Dumas reminded his staff that JPL had once seen itself as a place where everything was possible. Where did the “can’t do” attitude come from? JPL’s business was in doing things that were hard. Dumas was a little embarrassed about the vehemence of his speech years later, but Ed Stone agreed with him.37 The risk to the Lab of taking on two was worth it.

The logic behind the two-rover option was persuasive in headquarters, too, and Scott Hubbard recommended to Weiler going ahead with it. Goldin approved it on August 8.38 On August 10, the mission was announced at a press conference at NASA headquarters under the name Mars Exploration Rover 2003.39
