Thus in an inflating universe the monopoles freeze and are conformally stretched, being pushed outside the horizon. After the end of inflation there will be much less than one monopole per horizon and their velocities will be infinitesimal, so they will keep being conformally stretched until they re-enter the horizon. In order to solve the monopole problem one needs sufficient e-folds of inflation to ensure that the monopoles have not yet re-entered.
