There is still flexibility as you make decisions related to scope, but we should not confuse flexibility with a lack of clarity. The church has to be clear about what specific discipleship competencies you want them to be equipped in. Since this is your decision-making mechanism, you can begin to answer questions like: Should we offer a class on finances? Should we offer small-group curriculum on Romans? Should we offer classes specific to life stage, like singles, newlyweds, or parents? Every ministry decision related to discipleship is viewed through the lens of scope.
