1 The additions referred to above are not a violation of the biblical edict to refrain from adding or subtracting from the biblical commandments (Devarim 13:1), as the rabbis have a right to add additions to the Torah as they see fit (see Rashba, Rosh Hashana 16a) or add additional commandments that express an already existing commandment (Ramban, Devarim 4:2). In this case, when the Amida was sealed, we find an addition following it without anyone questioning if this constituted tampering with a sealed product.

4 Indeed, we usually don’t tamper with these set blessings. See, for example, Responsa Yechaveh Daat by Rav Ovadya Yosef (OC 1:43) for the various sources indicating that we do not tamper with the blessings of the Men of the Great Assembly, since these sages combined great wisdom with the remnants of prophecy.

5 The Men of the Great Assembly functioned for about two hundred years, from the end of the biblical era, while Rabbi Yochanan lived during the two generations of amoraim, many generations later (180–280 CE).
