THE CHILLING EFFECT OF SANCTIONS

Just as the ways in which rule-enforcement varies, consequences for violations of rules also fall within a spectrum. Sanctions may be formal, such as arrest and imprisonment or termination of employment, but often they are more modest and informal, like a stern warning or ridicule by others. However, the chilling effect of sanctions also shapes to what degree individuals comport with the rules and norms of a group. Structural conditions determine the degree of enforcement; these same conditions also reveal the extent to which sanctions have a chilling effect on individuals.
