19.3 Implementation

19.3.1 Road Infrastructure Changes

Since 1997, when Vision Zero was adopted as a national policy, the roads around Sweden have undergone major reconstructions in order to make them safer and reduce the likelihood of deaths or serious injuries. The major reconstructions in Sweden include roundabouts, steel cable guardrails, center guard rails, safe roadside areas, and roadside guardrails.

Roundabouts . One of the modifications made to the infrastructure of the Swedish roads has been the replacement of intersections with roundabouts. Since 1999, about 500 four-way intersections have been replaced with roundabouts (SNRA, 2006). In fact, roundabouts are known to have a calming effect and they are known to be particularly effective in reducing the seriousness of injuries (SNRA, 2006).

Steel cable guardrails . Cable guardrails are generally effective in catching the cars from falling down the bridges during an accident. Conventional guardrails deflect the cars back into the traffic, however by substituting conventional guardrails with steel cable guardrails, the car would be held and deflection into traffic would be prevented (SNRA, 2006).

Center guardrails . A center guardrail separates the two sides of traffic and thereby prevents head-on collisions. Since 1999 about 1300 km of center guardrails have been installed on the roads in Sweden (SNRA, 2006). The center guardrails are shown to be very cost-effective in preventing head-on collisions.

Safe roadside areas . Trees or any rigid obstacles along the roadside are known to be fatal in case of a collision. Therefore, steps have been taken to remove such fixed obstacles off the roadsides (SNRA, 2006).

Roadside guardrails . In places where removal of roadside obstacles is impossible, guardrails have been installed along the roadside (SNRA, 2006).
