Perhaps he thought he was beginning to sound like a soapbox orator, so he cut the passage and replaced it with a single sentence: “I believe that this officer has dishonored his obligation as a public servant.” True enough, but in the longer version he explains why he believes that—which also explains why he declared himself willing to stand up for Clark again if she decided to pursue a case against Becker. Becker was the one Crane cared about, for Becker and other cops of his ilk were not guardians of the peace, they were destroyers, and they deserved to be brought down.
