He and his fellow officers had been called in multiple times to quell protests and disputes between older and newer citizens. The older generation wanted to preserve the peaceful and laid-back town they cherished, while the younger newcomers believed it was time for the older residents to adapt. It was an ironic role reversal.

The old Bel Harbor was at risk of disintegration, making way for a technological and business hub that threatened to displace the older generation if they didn't adapt.

"What do you think about all this?" Rachel asked as they stopped in front of one of such buildings, its prominent Highlander Surveillance sign drawing their attention. This was their intended destination.

"I think it's all a fad," Luke said, exiting the car. Over the past two months, they had apprehended three individuals in their fancy suits and honeyed words for fraud on Primrose Avenue. He was certain more were hiding in their high-rise offices, profiting from fleeting trends. "It'll collapse sooner or later, and parts of this district will wither away, just like many strip malls in other towns. It takes a multitude to sustain so many businesses."

They made their way into the building, with Maddie turning around to gaze at the magnificent structures surrounding them, boasting glass facades and promises of a brighter future.

Inside Highlander Surveillance, a secretary approached them, inquiring about their purpose.

"I'd like to talk to whoever is in charge," Luke said, ignoring the secretary's approach.

"You'd need an appointment for that, sir. I can schedule one for you, and we'll contact you at our earliest convenience," the secretary responded, showing minimal interest in Luke and his small group.

"I don't need an appointment," Luke said, placing his badge on the counter. He watched as the secretary visibly squirmed. It became evident that, like other companies in this part of town, they had something to hide. If he pressed the matter, they would provide answers swiftly. But before he could continue, a man with a welcoming smile joined them, though fear lingered behind his eyes.

Luke figured he must have been watching the confrontation by one of the several cameras that littered the whole place.

"What can I do for you, sir?" the man said, extending his hand for a handshake. "I am Henry Bell, the technical director here."

"Hello, Mr. Bell. I have some questions regarding a crime committed on the other side of town," Luke said.

"Oh, of course. I take it it must be about the theft in the Library. It's all that's been on the news, and I have been expecting someone to show up here soon. Please, follow me. Here at Highlander Surveillance, we understand and appreciate the efforts of our law enforcement agency. Our business perspective allows us to see how we can assist in making those efforts more efficient. We're always here to help."

It sounded like a rehearsed speech.

"Good," Luke said. We need to know why your cameras at the Bel Harbor Library were offline at the time of the theft."

"Oh, but they've been off before then.
