John W. Menard from Louisiana was the first African American elected to Congress. The Louisiana Congress did not admit Menard, choosing to leave his seat empty. Racial prejudice was deep, and even though Congress outwardly professed a desire for blacks to have equal rights, in this case they allowed what would normally have been seen as a silly excuse to keep a black politician out of their halls.
In this 1869 wood engraving, John Menard (1838-1893) addresses the House of Representatives on February 27, 1869. Menard worked as a newspaper publisher.
