16.31 An initial safety inspection is required before a Permanent Certificate of Registry is issued.

Deregistration procedure

16.32 If the owner of a Liberian vessel wishes to transfer it to another register, sell it for scrap or to a buyer who intends to register the vessel on a register other than Liberia, the owner of the vessel must submit an application in writing for permission to transfer. The application must contain the name and domicile of the buyer (unless change of flag is without change of ownership) and the intended new flag of registry. Upon receipt of such application, and the appropriate fee, LISCR will issue a certificate of permission to transfer, valid for either 90 or 180 days.

A certificate of cancellation of registry will be issued upon completion of the following requirements:

a certificate of permission to transfer must have been issued;

an instrument of satisfaction, release or discharge must have been recorded at a LISCR office in respect of any preferred mortgage or preferred lien;

the following documents must be delivered to the LISCR Vessel Registration Department in New York or any regional LISCR office: (a) the current Liberian Certificate of Registry;

(b) a copy of the relevant bill of sale transferring title to the purchaser in the event of a change of ownership;
