Wednesday morning dawned cloudy, muggy, and hot. Charleston in the summer was definitely not for the heat sensitive.

Amanda pulled into her usual parking space beside the trailer and was startled to see the silver Cadillac waiting for her. 'Hell, it isn't even 7:30 and he's already here. What now?'

She got out of her Jeep, grabbed her thermos of coffee and her briefcase, and walked over to the trailer. As she unlocked the door, Pinkney was right behind her.

"Good morning, Mr. Pinkney. What can I do for you today?"

"You can tell me what progress you've made."

"It's only been two days since you were last here. The dredging barge should be back up and running by mid-morning, and the ground clearing is proceeding according to schedule."

"I need more progress than that. I want you to start clearing these old ruins."

Amanda stood silently for a moment, looking at the papers on her drawing table. She then turned around slowly to look at Pinkney. "Sir, until the title to this property is clearly in the hands of Charleston County, to remove any structure without the permission of the owner would be illegal. The county has the right to clear the underbrush as it offers a habitat for creatures that could be harmful for the citizenship. Similarly, we have the right to dredge the creek, as the county holds the rights to the waterways, but if I were to authorize removal of any structure on this property, even ruins of previous structures, it would be deemed at minimum vandalism and trespassing, and would place the county at risk for a nasty lawsuit and it would put my license at risk, neither of which I will do."

Pinkney's face turned an ugly shade of red as he listened to Amanda's response.

Before he could say anything, Amanda added to his frustration. "So, how is the eminent domain action going?" She knew full well that Mr. Rowe had petitioned for and obtained an extension on the court cases to give Caitlin time to find the deed. "I think you should also look into the implications of this property being placed on the National Register. It may have an impact on what you can build here."

Pinkney sputtered. "Alright. Keep doing whatever is legal to do – but be ready to jump into action to clear this place for construction as soon as I get that title cleared. If you are not ready, I will see to it that your contract is terminated."

"I'm not sure you can do that, since I will have done all that was legally possible and the contract does not specify the project I am to perform. I serve at the county's direction within that which is legal." She paused for a moment. "And I suggest you consider the property over at the outlet into the Wando River – if the Historical Society has its way, that will be your best option."

"Thank you for that information, Miss Sherman." He stomped away, got into his car, slammed the door and drove away.
