8 tablespoons (1 stick) unsalted butter

½ cup all-purpose flour

1 cup whole milk

2 cups heavy cream

4 cups shredded Monterey Jack

2 cups shredded sharp white Cheddar, divided

1 tablespoon freshly grated nutmeg

1½ teaspoons kosher salt

1 teaspoon freshly ground black pepper

1 teaspoon paprika

1 pound cavatappi pasta, cooked until al dente and drained
