“Your colonel’s a bad, bad boy. Mack.”
Bolan sat in the CIA safehouse and stared into his laptop as Kurtzman spoke to him over a real-time video link. He had downloaded the video from the belt camera and sent it north. Kurtzman wasn’t telling him anything he didn’t already know. Colonel Escottoriano Clellando hadn’t risen to the top of his death squad by selling magazine subscriptions.
“He rose to the rank of captain during the civil war in the 1980s. During that time he attended the U.S. Jungle Warfare Training Center in Panama and then went through the Ranger school at Fort Benning. His psychological evaluation showed some disturbing anomalies.”
Bolan knew El Salvador had been one of the final battlegrounds of the cold war. The United States had staunchly supported the government. The Communists had funneled in vast amounts of aid to the rebels
through Cuba and Nicaragua. In a bloody, decade-long civil war of rain forest fighting and village burning, a man with Colonel Clellando’s skills wouldn’t be washed out of the program for any “psychological anomalies.”
They would be put to good use.
“So he returned to El Salvador and was promoted to major. He raised and trained several cadres of Special Forces units. However, according to U.S. military observers on the ground, they acted more like shock troops,” Kurtzman said.
Bolan didn’t have to see the reports. Clellando’s men would have specialized in assassinations, kidnappings and atrocities in disputed areas. Their job would have been to keep the local population down and nonrevolutionary. Terror would have been their number-one tool. They had been given U.S. Army Ranger training and used it like Nazi storm troopers.
Kurtzman continued. “Right before the war ended he was promoted to colonel. With the official end of hostilities, he drops off the radar. The CIA isn’t exactly sure how he got involved with La Sombra Negra.”
Bolan was sure. For a man like Clellando, it would have been the only real career track left for him in peacetime. With a democratic government, a man of his reputation would never reach the rank of general. His wartime atrocities would similarly prevent his running for office, and Clellando was a man who wanted wealth
and power. Despite peace, the right-wing fringe of the government and the military would have uses for such a man and such an organization. As his power grew, the line between right-wing government enforcer and crime lord increasingly blurred. The Black Shadow didn’t hate Mara Salvatrucha because of any leftist leanings or because they had started out as ex-rebels in the civil war. That was just window-dressing for public relations and preaching to the faithful.
La Sombra Negra hated MS-13 because they were their competitors in crime.
“What about the woman?” Bolan asked.
“The local CIA branch considers her a woman of extreme interest.”
Bolan considered the gaunt, almost cruel sensuality she’d exuded. “What’s so interesting about her?”
“She’s reputed to be the mistress of one of the most powerful gang leaders in the capital.”
Bolan nodded. “Jess Franco.”
“How’d you know?” Kurtzman asked.
“What’s the lowdown on her?”
“Soledad Miranda Korda.
