If the government makes broad and numerous exceptions to the prohibition, that is strong evidence that the interest is not compelling. Child sexual abuse is unlawful in the United States in every jurisdiction, and in all circumstances. By contrast, intentional injuries to animals are permitted in a wide range of circumstances. The most obvious example is the food industry, which kills hundreds of millions of animals annually to provide not only sustenance, but also delicacies. Despite legal limits on how animals are treated in fisheries, farms, and slaughterhouses, violence and suffering are commonplace. Another obvious example is sport. Hunters lawfully kill and injure an untold number of animals every year. If we deemed the interest in protecting animals from injury and death as truly compelling, we would not tolerate the infliction of such suffering.18
