“Make the dirt fly!” Roosevelt told his chief engineer. And so the workers plunged in and started digging. They didn’t know exactly what they were supposed to be doing. The final plans for the canal were still not settled. So they just went ahead blindly. They thought they could work out problems as they went along. It looked as if the Americans were repeating all the mistakes the French had made. Roosevelt soon realized that this wouldn’t work. They needed to step back and take the time to figure out how to do the job right.

Clearly the first thing to do was to conquer disease. No huge project could succeed if all the workers kept dying. By now, scientists were realizing that mosquitoes might be the key. In 1897 Ronald Ross had been able to prove that malaria was spread by a specific kind of mosquito. By 1900, research by Carlos Finlay and Walter Reed had led to the same discovery about yellow fever.
