4.6.9 National Action Plan on Climate Change

Climate change is one of the biggest global challenges in current times. It has a huge impact on the agriculture sector, food security, sea level, erosion in the coastal areas, and the frequency and intensity of natural disasters.

The National Action Plan on Climate Change (NAPCC) encompasses measures to meet the challenges of climate change and reduce its impact. It has eight missions under its umbrella. Taking lead, India has revised NAPCC in line with Nationally Determined Contributions (NDCS) under the Paris Agreement. These missions are very relevant for sustainable development. The NAPCC has set up a goal of 20 per cent improvement in water use efficiency to deal with water stress, under the National Water Mission. The National Mission for Sustaining the Himalayan Ecosystem is focusing on prevention of melting of the Himalayan glaciers and to protect the biodiversity of this region. Green India Mission of the NAPCC aims at afforestation and extending India’s forest cover from 23 to 33 per cent of the total territory along with Mission for Sustainable Habitat. The fourth mission for Sustainable Agriculture is to support climate adaptation in agriculture by introducing climate-resilient crops and weather insurance products. National Mission for Enhanced Energy Efficiency (NMEEE) designs schemes on the concept of reduction in specific energy consumption, and Solar Mission aims to increase the share of solar energy in the total energy mix. The eighth mission on Strategic Knowledge for Climate Change strives to build knowledge system for ecologically sustainable development3.
