•Common vision, clear goals, and ideas of expectations of cooperation and governance

•Common interests, cultural proximity, economic linkages

•Mutual recognition of partners’ capabilities, and understanding of mutual benefits

•Funding for cooperation

At Governance level:

•Lack of real joint funding, discussions on opening up of research funding programs have not resulted in concrete outcomes (with some exceptions such as health research)

•Underlying notions and differing drivers such as competition-orientation versus cooperation-orientation, timing, etc.

•Legal/contractual issues with respect to the U.S. participation in EU-Framework Program

•Misalignments of agency policies and funding cycles in Europe and the U.S.

•No adequate political platform for policy making and research programs despite existing Joint Consultative Meetings.
