Rulers are no more than attorneys, agents, and trustees, for the people; and if the cause, the interest and trust, is insidiously betrayed, or wantonly trifled away, the people have a right to revoke the authority that they themselves have deputed, and to constitute abler and better agents, attorneys, and trustees.

In times of simplicity and innocence, ability and integrity will be the principal recommendations to the public service, and the sole title to those honors and emoluments which are in the power of the public to bestow. But when elegance, luxury, and effeminacy begin to be established, these rewards will begin to be distributed to vanity and folly; but when a government becomes totally corrupted, the system of God Almighty in the government of the world, and the rules of all good government upon the earth, will be reversed, and virtue, integrity, and ability, will become the objects of the malice, hatred, and revenge of the men in power, and folly, vice, and villainy will be cherished and supported.
