FEDERAL VERSUS STATE POWER
Many political battles in U.S. history have been based on conflicting interpretations of the extent of the implied powers granted to the federal government by the U.S. Constitution. Historically, proponents of the rights of states, or statesâ rights, particularly in the South, upheld a narrow interpretation of the implied powers of the federal government and an expansive interpretation of the residual powers of the state governments. An extreme example of this view was the historical doctrine of nullification, according to which states have the power to nullify within their boundaries any act of the federal government with which they disagree.
