Primary Teachings and Carriers

1. The core of the peace effort has persistently taught a maximalist definition of peace as the fruition of justice in a world of harmony and brotherhood. War, in this view, is caused by other human dislocations poverty, oppression, racism, etc. -- that must be ameliorated before peace could be achieved. The core of the peace effort, or at the least significant elements within it, has been hostile to the minimalist position, seeing it as an obstacle to the achievement of its justice goals.

2. Liberal internationalist and world order or world law currents (occasionally aided by dissidents from the core) have tended toward a minimalist definition of peace, seeing in a governed political community the best means for resolving conflicts over what is just, without resorting to mass violence. These currents denied that peace, so conceived, was a status quo concept, but rather the essential framework in which work for justice could proceed without peril to both parties to the argument. Yet, frustrated by their inability to create a comprehensive international security system, elements in these currents have also focused on functional approaches to world community adopted from the maximalist agenda, as an interim step in the process of "building peace" through the eradication of disease, meteorological information-sharing, education, and a host of other transnational enterprises.
