Since emerging technologies stimulate a high proportion of ITOs, IS staff has an important role to play at this stage. You should create an environment conducive to creative thinking, perhaps by instituting an ongoing process within IS to generate ideas for how emerging technology might answer some of your enterprise’s persistent business needs. The process is similar to the one we recommended for developing your vision.

Develop ITOs with sense-and-respond

processes and discipline

The development stage shapes, refines, and demonstrates ITOs in a series of steps, each one capped with an evaluation. Think of it as exploration and experimentation taking place within a disciplined framework.

The inherent uncertainty of an ITO almost requires you to pursue it as a series of steps that allow you to feel your way into the future. We call this approach sense and respond. The sense step requires taking some action—an experiment, a small trial or demonstration. Then, the respond step is a pause for assessment, followed by a correction before you take a new sense step.

Many managers find this part of the process discomforting. There’s no plan or precision, because there can’t be any precision about a future that’s unknown. The purpose here is to explore the possibilities. Success requires unhindered exploration within the sense-and-respond framework and its frequent evaluations. Long-term business comfort with this exploration process depends on (1) doing a good job at the generation stage of focusing quickly on the most promising ideas and (2) setting appropriate expectations among all stakeholders about the very low success rate of ITOs.
