Find or Develop Champions

On April 13, 2011, Representative Roscoe Bartlett, a Republican from Maryland, introduced House Resolution 1513, the Great Ape Protection and Cost Savings Act. Among other things, the bill called for the prohibition of invasive research on great apes. As the sponsor of the bill, Representative Bartlett became a champion of this issue. What made him such a powerful champion was the fact that when he was in the Navy he conducted research on chimps.

Notice, too, the specific wording of the title of the bill: the authors quite cleverly realized that in tough economic times, bills related to cost savings may succeed, whereas bills related to saving great apes, though important, are less likely to capture both attention and support. They connected to the issue du jour in D.C., as discussed in more depth in Tactic 34.
