Finnish Neutrality

The Finnish government and country as a whole clearly took the position that a neutral foreign policy doctrine was best during the interwar period. They were said to seek “friendship toward all and alliances with none.” During the 1930s, the Finns’ relations with the United States continued to grow stronger. Finland endorsed several U.S. proposals regarding international peace and international commercial measures.

The Finnish understandably remained fearful of Soviet designs, and the Soviets were concerned that their neighboring Finland could be used as a springboard for an invasion. During the Japanese invasion of Manchuria in September 1931 (considered to be the first step towards the start of World War II), the Soviet Union started negotiations for a non-aggression pact with its neighboring countries of Finland, Estonia, Latvia, and Poland; Finland signed it on January 21, 1932.
