Instead of the dense and closely-packed raw material which the old army turned into a fighting force, there is now only a scattering of isolated groups which it is far from easy to mold. Only when tliis situation has been amended, only when tlie army has been regrouped and stabilized will it be in a position to achieve its own reformation, and, once more, to cultivate its own distinctive possession—the military spirit.

Present-day tendencies offer help in tliis great task. In-dividuahsm is out of favor, and everywhere the claims of collectivism are being pushed to the forefront. Not a trade but has been unionized. PoHtical parties make great play with their rules and their exclusions. Sport is higlily organized. At tlie same time, the hustle and bustle of modern life has enforced the application of strong discipline in factories, offices, and streets against which our fathers would, most certainly, have rebelled. Increasing mechanism and the division of labor have forced eclecticism and eccentricity onto tlie defensive. No matter what the nature and conditions of work may be, force of circumstances have led to an equalization of labor and leisure. Education is becoming standardized, and housing conditions are more and more identical. From Sydney to San Francisco, taking in Paris on the way, clothes are being cut to the same pattern. Even faces are beginning to have an uncanny resemblance to one anotlier. Without, perhaps, going so far as to agree with M. Maeterlinck that humanity is reverting to the conditions of tlie ant heap, we cannot help but realize that it is up in arms against individualism and independence.
