Agriculture is the keystone of Uganda’s economy. Eighty percent of workers are farmers. Coffee is the main export. In recent decades, the Ugandan government has reformed the country’s currency, increased export revenues, and given government workers raises. Uganda’s economy is steadily growing.

Health

HIV/AIDS, diarrhea, hepatitis A, typhoid fever, malaria, chikungunya, plague, African sleeping sickness, schistosomiasis, Ebola hemorrhagic fever, Marburg hemorrhagic fever, pneumonic plague, and meningitis are among the diseases and illnesses volunteers should be aware of in Uganda.

Health care is rudimentary, even in the capital. Emergency care is poor, and surgery is largely unavailable. Medicine and equipment are scarce. Visitors should carry their own prescription and over-the-counter pharmaceuticals. Malaria is a significant threat. Visitors should consult their physicians about anti-malarial medicine before leaving the United States.

Safety

Rebels who target Americans for abduction and murder are active near the Sudanese and Congolese borders. Bandits and land mines are also hazards in the north, west, and southwest border regions.

In 2005, the Lord’s Resistance Army rebel military group killed a foreigner in the Murchison Falls National Park. The government has increased security at the park since the attack. Nonetheless, when travelers visit the north bank of the Victoria Nile River, which runs through the park, they should remain in the Delta Circuit section west of the Paraa Safari Lodge. The Delta Circuit is also known as the Buligi Circuit.

Volunteers visiting northern Uganda should be certain of their plans for lodging, travel, and communications before arriving in the region. Travelers risk their safety if they enter the area to visit camps for displaced people without associating with a sponsoring organization.

Karamojong soldiers have frequently attacked vehicles and committed armed banditry in northeastern Uganda. Skirmishes between Karamojong soldiers and the Uganda People’s Defense Forces also occur periodically. Volunteers should refrain from traveling to the Karamoja region for fear of violence.

In 2007, a band of Congolese raiders attacked the town of Butogota in the Kanungu District, killing three Ugandans. In 1999, members of the Interahamwe, one of the organizations that perpetrated genocide in Rwanda, killed four Ugandans and eight tourists in Bwindi Impenetrable National Park, which is popular with tourists who wish to see gorillas. The government military now guards the park and security staff escort tourists while viewing gorillas. The Ugandan military has a base at the Ishasha Camp in the Queen Elizabeth National Park.

In 2006 and 2007, the Ugandan military clashed with rebels on the western border with the Democratic Republic of Congo. The government military also fought with Congolese warriors on Lake Albert in western Uganda in 2007. In August 2007, a Briton working for an oil company on the lake died in the crossfire. In September 2007, an exchange of fire between the Ugandan and Congolese armed forces killed several people.

In February 2008, attackers fatally shot a Belgian tourist climbing Mt. Elgon in the Mt. Elgon National Park. An unknown assailant shot the tourist as she stepped out of her tent at night.
