Raising of TA Units in Parts of Country Devoid of Armed Forces Signature

It has been amply clarified that presence of armed forces’ station in an area is one of the main factors responsible for bringing in progress and prosperity to that area. It is an historical fact that in olden times also all garrisons had developed townships around them. Such townships became trading centres for local population and were key to social and economic upliftment of the society. Development of cities like Kolkata, Delhi, Agra, Shimla, Surat, Pune, MHOW, BABINA, Jhansi and townships grown around ASSAM RIFLES units in the NE, can be attributed to presence of strong army bases there at different times. In fact, the civilization has always been linked to the security establishment and both have been complementary to each other.

There are still some crucial parts of the country where footprint of armed forces is missing (Map 2 refers). These are mostly remote and tribal areas devoid of basic development. These are the very areas where due to lack of infrastructure and social development, local habitants have turned rebellious and started challenging the national writ. These people may be right in a way because the hand of governance, per say, has not reached these areas even after 65 years of independence. These people are being exploited by big companies and their produce is purchased by them for negligible monetary returns. Their age old habitats are being threatened to be acquired for commercial activities causing problems for their survival. On analysis of Map 2 and Map 3, it is quite clear that naxals and other extremist elements are freely operating in areas where military stations and such defence establishments are sparsely/not located. It will be worthwhile effort to have a qualified body carrying out a detailed project study on social and economic impact of armed forces’ presence in areas where they are permanently located vis-a-vis other areas devoid of their presence. A very clear and interesting picture will emerge.
