Each product in turn can be decomposed into its constituent subsystems, which is where the individual technologies are to be found. Examples are “structures” (which comprise the fuselage for example) or the “engines” (which chiefly determine the specific fuel consumption, SFC). Most of the Figures of Merit (FOMs ) at level 2 fall into the category of design variables that can be freely chosen by the designers, within feasible bounds and constraints. What looks like a FOM at level 2 is often considered a design variable at level 1.

This process of breaking a system or product down into its constituent subfunctions, elements of form, and characteristics (fixed parameters, design variables, and figures of merit) should not be underestimated. It can be very time-consuming and iterative but also sets a solid basis for the subsequent processes in technology roadmapping and development, such as:Benchmarking of different products, including those from competitors, against each other for the same mission or use case.
