‘To lure a vessel to destruction by giving a false signal from the shore’. The signal, according to folklore, was tied to a horse. Jibber is indeed slang for ‘horse’, but nothing else is known about the origin of the saying. Green cites a few dubious etymological suggestions in which he himself has no trust. *
