the strengthening of Nordic influence in Europe, especially in terms of citizens’ safety and health and environmental, social and consumer policy.

The objectives fulfilled two important rationales. First, an economic rationale aimed at ensuring coordination with Community policies and achieving the eventual removal of discrimination for Nordic firms and citizens as part of the SEM process. Second, the political rationale of maximising the Nordic countries’ influence on the EC’s future development. The immediate practical evidence of this was the adoption of the ‘Working Programme - Norden in Europe 1989-92’ (19 June 1989) which consisted of 7 chapters and 82 respective actions. The Nordic Council committed itself to a number of actions up until the end of 1992 ‘in order to bring Nordic cooperation on par with and, in some fields, ahead of the process of European integration’.72 There has been closer cooperation between the countries on for instance, technical standards and progress aimed at, albeit to a limited extent, mirroring the liberalisation of the EC’s transport markets.

In particular, the Council has been concerned that its lead in terms of labour market policy coordination and the Nordic Passport Union is maintained so that when future countries join the Community (as Sweden and Finland did in 1995) then Nordic cooperation can act as an example for future EC integration in those areas. In a sense, this is a reactive strategy aimed at ensuring that future full membership for any of the countries could not be converted into the dilution of the successful areas of existing Nordic cooperation. The Nordic Committee for Social Policy has for example since 1989 set up a senior officials’ committee to examine possible forms of connection and adjustment between the Nordic Social Convention and corresponding EC rules.
