Rescue equipment is often a last priority; until a catastrophe strikes, when it’s too late.

Part of a delusion mindset is to ignore rescue equipment and training, since many believe it leads to a negative mindset. Often rescue gear is in place, but no one knows how to use it. More often, the gear is inadequate to the task. We saw in book one that the Titanic had enough lifeboats for only 52% of those on board. The Russian navy did not have the equipment that could have saved the twenty-three survivors. We know twenty-three survived the initial explosions and sinking, because a note (quoted from at the beginning of this event) was recovered from one of the survivors.
