CHAPTER THIRTEEN

August 12 Saturday morning 8:00 am

Casey WhiteCloud emerged from the back office where he had slept on a cot. It was minimally more comfortable than the recliner, but definitely quieter. He pulled off the white T-shirt he had slept in and was in process of buttoning one of the half-dozen short-sleeved shirts that were always in the office closet, when he noticed the semi-trailer parked a half block down on the other side of the street. What alarmed him was it was cab-less. The suspicion of terrorists immediately jumped out at him. The biggest question on his mind though was how did they get past the roadblock? And if someone could get in, perhaps they were going to get out soon. He had been out of commission for a few days but now needed to check in at the roadblock.

He put his wide-brimmed hat on to keep the already scorching sun off his neck, checked his weapon, and stepped out into the street.

Casey cautiously walked completely around the trailer, giving it a thirty-foot berth, noting it had no markings of any kind, and then almost tiptoed to the massive rear doors. With weapon drawn after noticing the doors unlocked, he edged one open. To his surprise, the trailer was filled with cases of bottled water. A town without power was a town without water, and now that problem was solved. He flung both doors completely open and smiled as he wondered who to thank.

After delivering six cases of water to the clinic and having the doc change his bandage, Casey drove through the subdivisions, starting at the back, and used his loud speaker to announce there would be cases of water given away at Grayson Park at 10:00 am.

At 9:30 am, a crowd had formed, all thirsty and all anxious to get their share.

“Jonah, would you and Frank help with distributing?” Casey asked two of the younger, more fit-looking men. “If one of you stays up in the trailer and keeps piling the cases on the edge, the other can hand them out.”

Casey climbed up into the trailer to address the crowd. “Before we start handing out the water, I want everyone here to know, and please spread the word, that I don’t know much more about what’s going on than you do. I was at the scene, and I do know there was a possible major accident involving hazardous material. After that, we were shut down and I was shut out of any further information.

“All of the city officials were out of town at the time and now can’t get back in. All of our volunteer firefighters seem to be missing too. I’m still trying to get more information about that. When I do, I will call for another town meeting here in the park. Also, because of the situation, there are no city services available—you already know that means no running water and no sanitation, so that also means no garbage pickup. So anyone who has put
