Emmerman and Gruen highlight the fact that as long as sanctuaries need to exist, their missions are incomplete. The challenge this creates for the advocacy mission of sanctuaries is communicating to people that while sanctuaries may be a response to the conditions that render animals bestia sacer, and they may provide a partial reprieve from those conditions for a very limited number of animals, they are not by themselves a remedy to those conditions.
