So how can we tell the difference between religion used for political purposes (“they visit us”) and political structures that are based on religious belief (“we visit them”)? In The Culture of Disbelief, Carter (1993) helps explain the distinction by describing the ways in which religion and politics typically intermingle:

Religions are moral forces in the lives of their adherents, which means, inevitably, that they are moral forces in the political world. And, as with all institutions, a degree of cross-pollination between religion and politics is inevitable. But when secular political considerations become prior to, rather than subsequent to, religious considerations, the result is not cross-pollination but pollution.
