A century of quarantine caused a lot of people to miss out on the pleasure of having a dog. Quarantine knocks the stuffing out of them. The first time I did it, my dog had a nice run, which was on grass. Then, in its wisdom, MAFF decreed it must only be concrete. Many of the kennels and quarantine kennels were the same businesses and obviously very keen to maintain the status quo. And a lot of vets wanted to maintain the status quo.

Lady Fretwell is a campaigner, not a scientist, and we must judge her evidence on that basis. She remains antagonistic to the veterinary establishment, for example, blaming it for delaying a change in the law.

But it is clear that there remained tremendous opposition to change, even as some of Britain’s senior vets were coming around to the idea. Such opposition exemplifies the problem that even when the politicians know the laws need changing, they are unwilling to change them because, in the event that something goes wrong, it will be their head on the block. Lady Fretwell says, “One minister said to me, ‘I don’t want to be the minister who let in rabies. So let’s keep it as it is.’”
