Consent

The Memorandum dictates that children and their families should be given an explanation of the purpose of the video recording that enables an informed decision regarding consent to be made. Barford and Wattam (1991: 96) argue that, although not intending to be dishonest, workers frequently do not pay sufficient attention to what may be relevant to the child and place a gloss on the truth in order to get the child to accept the situations they are placed in and thus avoid having to face the full extent of a child’s pain. It is particularly important that black children and their carers are not further disempowered by lack of information when making a decision about consent. They have a right to detailed information and time spent answering their questions before informed consent can be expected from them. Written information and video or audio tapes that provide information on child protection procedures should be available in different languages. The NSPCC and London Borough of Tower Hamlets have produced a useful video in Sylheti with English subtitles for use with Bangladeshi families (NSPCC and Tower Hamlets ACPC, 1996).
