Create a Safer Schools and Campuses Best Practices Clearinghouse. To date, states, local jurisdictions and schools have been left on their own to determine how to protect educators, staff, and students; however, even with extremely limited federal support several school districts have taken meaningful steps during the pandemic that can serve as an example to lift up their peers. Executive Order Supporting the Reopening and Continuing Operation of Schools and Early Childhood Education Providers directs the creation of a Safer Schools and Campuses Best Practices Clearinghouse to ensure schools and institutions of higher education have access to these types of lessons learned and best practices from other schools and states that have successfully maintained safe operations during the pandemic. These examples will be especially helpful as more federal funding becomes available and districts have the necessary resources to implement effective strategies.

Track progress toward school reopening and use of federal funds. A lack of data on the status of school openings and closures nationwide has left policy makers and the public shockingly in the dark about the true impact of school closures and their effects on low-income students and students of color in particular. Going forward, the federal government will collect and share data on school, district, and state progress toward safely reopening, and will identify opportunities to address challenges — particularly those related to educational equity.

Support learning - no matter the setting. The evidence is clear that getting kids back into school is the best option for children, families, our society and our economy. But some students and educators will not be able to return safely - either because of dangerous COVID-19 rates in their communities, or individual and family health issues. The federal government will continue to prioritize learning for those who cannot be in-person even while working to safely reopen schools. As a first step, the Department of Education will issue guidance to schools on how to best conduct distance learning and how to address the learning loss that occurred over the last several months. President Biden will continue to work with Congress to ensure that schools and districts have adequate funding to provide quality distance learning, including technology, tech support, broadband access, additional staffing, and other supports to students learning both remotely and in person. Additionally, the President’s Executive Order Supporting the Reopening and Continuing Operation of Schools and Early Childhood Education Providers encourages the Federal Communications Commission to increase connectivity options for students lacking reliable home broadband, so that they can continue to learn if their schools are operating remotely.
