* This phrase, “wars are a continuation of policy by other means,” is the one that is encountered in lectures and articles and military college discussions. Unfortunately, it is not an accurate quotation. What Clausewitz actually wrote, on page 596 of the 1943 edition of the Modern Library translation, is “war is nothing but a continuation of political intercourse with an admixture of other means.” He then, in the next few pages, makes a good case to the effect that military action must serve political ends. Few people will argue with this. It is not Clausewitz with whom I take issue here, but with the large number of his inaccurate interpreters.
