CHAPTER 7

My swearing in as CIA Director was held in the Rose Garden of the White House. Those present included Buck, Pergamon, and several of the President’s national security team. Tammy was not present, which I did not find at all surprising.

I might have taken the fact that it was held in the Rose Garden, with the President in attendance, as an indication of Buck’s friendly attitude toward me. However, he made no public statement welcoming me to his administration. When the ceremony was over, he asked me to appoint a “good friend” of Tammy’s to a top Agency post. I put him off with a vague, and non-committal reply. When it came to Agency appointments, I intended to be even more scrupulous than Senator Manley in filling posts based exclusively on competence.

On the day following my swearing-in, the CIA limo assigned to the Director arrived at my apartment sharply at 8 a.m. to take me to the Agency. I had wanted to be picked up about 6:30 a.m., the time I usually left my home for Lust Cosmetics, but had reluctantly yielded to the urging of Walter Tilden that there would be no one at the Agency at that hour to receive me.

I was glad that I was alone in the car with only the driver, so I was spared the feeling of having to make conversation. The ride along the George Washington Parkway was beautiful, and I enjoyed the occasional glimpses I got of the Potomac River. The limo turned into the CIA compound, stopped briefly to be passed by the guards, and entered a garage underneath the building. It stopped at the parking space reserved for the Director’s car and Tilden stepped from behind a pillar to open the car door.

“Good morning, sir.” He said. “The Director’s personal elevator is this way.”

He led me to the elevator. As we ascended, I looked around and concluded it was in no way different from the scores of other elevators I had seen in other government buildings. I laughed to myself, wondering what I had expected. The doors opened and I found myself in an inner corridor.

We approached a large office, as a group of some dozen individuals left the office and passed us. From their dress and demeanor, I thought they had to be senior Agency officials. I glanced questioningly at Tilden.

“A meeting of some kind?” I inquired.

“Yes, sir,” he answered reluctantly, speeding up his pace to lead me swiftly by the group. Several of them eyed me with curiosity. We entered the office and I looked around. It was a large office with dark wood paneling and several oil paintings of landscapes on the walls. There were two wooden desks facing each other at the end of the room. At each sat a woman.

“This is the Director’s suite,” he said, unnecessarily, leading me to the nearest desk. The woman seated there stood as we approached. “This is your secretary,” Tilden said, “Ann Welch.”

The woman gave me a warm smile as we shook hands.
