Creativity and Innovation: Improving the Lives of People with Disabilities

Over a billion people worldwide are affected by disabilities and, according to the Harkin Institute, people with disabilities (PWD) face an unemployment rate of 80 percent.26 Europe has made progress in the economic participation of PWD. The European Disability Forum estimates that in the region just over 50 percent of PWD are employed, which compares favorably with the global picture.27

So, what has been the compelling rationale for addressing the inclusion of PWD in Europe? As we saw in Chapter 5, government quotas in conjunction with fines for noncompliance have driven change across Europe. As the population ages, the greater prevalence of disability reinforces the need to include PWD.
