Settle for Regional Governance, at Least in the Short Term

Some community leaders in northern Kentucky have felt compelled to address local government fragmentation through merger and consolidation. They believe that regional government is necessary to address significant problems in the region and achieve economies of scale in government. As discussed earlier, Hammons believed that organizers and leaders should have pushed harder for merger of county governments and consolidation of city governments. But scholars have observed that merger and consolidation proposals are being replaced by voluntary partnerships among governments, nonprofit organizations, and the private sector. Northern Kentucky seems to be part of this national trend toward regional governance in lieu of regional government. And it may be that regional government—consolidated governments or metropolitan government—is possible only in times of crisis or near crisis.

After a bad experience with recommendations of regional government during the second planning process in the 1990s, Vision 2015 organizers have decided to move forward with the Regional Stewardship Council as the solution or strategy, at least in the short term. Of course, this council is another form of regional governance, not regional government. But as Votruba indicated, it may offer opportunities for thinking about and discussing regional government in a safer and more thoughtful manner, possibly incorporating the ideas of opportunity cost or foregone alternatives.
