While deportation never achieved the reduction in numbers Pomeroy and Tate-Thompson had hoped for, it did succeed in getting thousands of sick immigrants out of California. As one physician who had personally helped deport hundreds of people bluntly put it, “It is a far cheaper method of caring for them than it is to allow them to stay in the County Hospital until they die.”

Eventually, reality began to dawn on Pomeroy, Tate-Thompson, and other officials in charge of the state’s health care. Whether a person was a citizen or not, whether he or she was present in California legally or not, TB was a growing menace to everyone. And it wasn’t going away unless all people were given decent medical care.
