Quan was an active member of the Communist Party of Vietnam (CPV) who came from a revolutionary family with the National Liberation Front in the 1960s. He was one of the few returnees who held political ambitions prior to studying overseas and upon returning to Vietnam. Living overseas and observing German society allowed him to see how political systems can function in different ways to achieve different outcomes, which changed his outlook about Vietnam’s Communist orientations.

Although Quan referred to living in Germany and being exposed to Germany’s political system, it does not suggest that overseas education foster certain political viewpoint that aligns with the host country; rather, international students have the opportunity to observe different political systems and practices, which may bring about change to their own political viewpoints. For Quan, his changed viewpoint about political directions was the significant change from studying abroad rather than a change in the value of political participation itself because he has always had such value.

Like Quan, Kim has always held deep values and interests in community work for social development. She said:

I can see now how I may realise my values, what I can do to help others to achieve things. Maybe it is the confidence. Before I went overseas, I did not dare or know how to try. After studying overseas, I can see something as an opportunity and I grasp it. I also feel that I want to improve and change myself. In Vietnam, I feel that there are many people who have dreams, but they do not have the opportunity to develop that drive to follow their dream or find out further about things to change. I think the opportunities that I had overseas gave me more advantage than those who never left Vietnam. The advantage is that while living abroad, you have the space to find your values, realise what your values are and follow them. Kim (HN, education, female, 20s)
