The mind-boggling aspect of this significant drop of in Tamil Nadu’s share is that the weightage given to 2011 Population was just 10 percentage points. The 1971 census saw a decline in its weightage, but it still hung around at 17.5 percentage points from its previous 25%. Now, the important question is, with the implementation of 15th Finance Commission, the weightage for the 1971 census is about to be completely removed and only 2011 census will be taken into account. What would be the result of such a move ? Tamil Nadu would simply go out of the chart and other Southern States such as Kerala, Karnataka, Andhra and Telangana will be where Tamil Nadu is today.

There were efforts from the Southern States’ Finance Ministers to join forces to have a better, collective bargaining power at the Centre in 2018. The Leader of Dravida Munnetra Kazhagam went on to state that he would welcome and support ‘Dravida Nadu’ if the situation arises. Even though, he later clarified that it would be a Federation or an Association and act like a Union under the Indian Constitution and Sovereignty, it didn’t stop veteran Dravidian Movement supporters from having their hopes up for their ‘erstwhile Dream’.

The 5 Southern States contribute to around 30% of the Country’s GDP and receive just a little above 15% in return from the Union Government. The well performing states may not be rewarded for their progress. But, they can at least expect not to get penalized for their relative success compared to other states. The current practices have done nothing but just that. Moreover, there are always complaints by these States about tax devolution by the Centre is not done on time and the States are in a perpetual state of the begging for funds from the Centre. Ironically, the states that contribute more to the Tax pool of the Union Government are the ones that receive considerably lesser amount back.
