A strong security culture acts as a pillar for an effective Insider Risk program. Imagine if employees would “say something if they saw something,” to borrow a line from Homeland Security. Most staff, if they see a peer sharing a document out of policy or in an unsecure way won’t say anything at all. Why? Because they aren’t trained how to say something to help coworkers do the right thing. An effective security culture removes barriers to acting appropriately.

When building an Insider Risk program from scratch, start small, keep it simple, and remain open to making changes. Early wins are important and will help drive the success of the program. Chapter 9 includes many frameworks and templates you can adapt to build a stronger Insider Risk program.

Fundamentally, building a sustainable program that evolves over time is about continually managing data exfiltration and Insider Risk. This task may seem straightforward—and it is—but that doesn’t mean it happens easily or quickly.
