To set the limits through PowerShell, execute the following command:

Set-VMMemory -VMName svdc1 -MaximumBytes 1GB -Priority 50

In PowerShell, the priority parameter refers to the weight and accepts values from 0 to 100.

Hard drive I/O limits

A new feature of Hyper-V starting with 2012 R2 is I/O Quality of Service (QoS). While many would like to use it to set minimums, this is difficult for Hyper-V to enforce, especially in a cluster. It can, however, enforce the maximum. It's set on the Advanced Features sub-tab of the virtual hard drive's tab in the virtual machine's settings dialog. Have a look at the following screenshot:
