For a variety of reasons, the North and the South were rivals. They had different climates, different ways of life, different economies, and most particularly, one area had slavery, the other did not. Right from the time of the writing of the Constitution, American governments had been careful to keep the power of North and South in balance. In practical terms this meant that there had to be as many slave states as there were free ones. Because the North was more populous, it had a majority in the House of Representatives. However, if there were equal numbers of slave and free states, the South would have half the senators, which—because of special debating and voting rules—would in practice give it a veto over laws passed by the House. Needless to say, it was critically important to the South to see that for every free state that was admitted, a slave state was admitted at the same time.
