Abe Goldman’s hotel on Maryland Avenue, SW, was within walking distance of AIPAC headquarters on H Street Northwest by way of Independence Avenue, past the Smithsonian’s National Air and Space Museum, past the curvilinear National Museum of the American Indian, and northwards along 3rd Street NW where he was scheduled to meet Steve Appelman, a friend, a fellow Mason, and head of AIPAC’s Political Development Section. Seventy-two-year-old Appelman’s gaunt, aquiline features – with a wrinkled forehead merging into a shiny, bald pate fringed by short greying hair at the back and sides – belied the fact that he was a shrewd, calculating puppet master within the Washington corridors of power.

The seeds of AIPAC’S creation had been sowed soon after Israel’s establishment as a state in 1948 when it became apparent that in order to cope with the influx of some 700,000 Jewish immigrants – space for whom had been created by the depopulation and destruction of more than 500 Palestinian villages and the forcible expulsion of an estimated 750,000 Palestinian civilian men, women, and children – Israel would require a lot more financial assistance than the American Jewish money already being raised under the disingenuous and cynical name of American Friends of the Fighters for Freedom of Israel who were in fact the brutal Jewish Terrorist groups that included the Lohamei Herut Yisrael also known as the LEHI or Stern Gang after its founder Avraham Stern.

Prior to the UN Partition of Palestine and the creation of Israel in May 1948, a Mr. Shepard Rifkin, had tried to solicit Albert Einstein’s help in raising money for the “Fighters for Freedom” who were in the process of creating a Jewish state. On the day after the infamous April 9, 1948 massacre of Arabs at Deir Yassin, Einstein’s reply was curt and to the point: “When a real and final catastrophe should befall us in Palestine the first responsible for it would be the British and the second responsible for it the Terrorist organisations built up from our own ranks. I am not willing to see anybody associated with those misled and criminal people.”

Though Jewish Americans subsequently responded with unprecedented generosity, by 1950, it nonetheless became apparent to U.S. Jewish leaders that much more financial aid was required and accordingly they devised a four-point strategy which included increasing donations from Jewish individuals; encouraging U.S. corporate investment in Israel; promoting the sale of Israeli bonds; and requesting that Israel become a recipient of assistance from the U.S. aid program for underdeveloped countries. Despite such efforts, the demand of Israel’s economic and military requirements could not be met by Jewish diaspora handouts alone. Consequently in 1951 the American Zionist Council (AZC) was established to promote a pro-Israel lobbying campaign that would concentrate on influencing Congress for American taxpayer dollars.

As it had been established as a tax-exempt entity, the AZC was not legally permitted to Lobby in the U.S. on Israel’s behalf and in 1954 was faced with a possible investigation for its violations. Therefore
