Constantinople was an exotic city of “masses of foliage, of red roofs, divers-hued walls, gables and fretwork, surmounted by a frieze of snow-white minarets with golden summits, …” Seduced by luxury and pleasure, some British officials were having much too good a time to bother doing their jobs. One of these was the ambassador, a vain, pompous, ill-tempered man who enjoyed lavish picnics and prided himself on his (very bad) poetry. Early in 1855, the British government was voted out and Sidney Herbert lost his job as war secretary. Lord Panmure, who replaced him, was intelligent and well-meaning but — like Florence’s father — too lazy to make decisions that might cause him any trouble. Florence gained a new ally, however; the incoming prime minister was Lord Palmerston, her longtime friend, and Palmerston warned Panmure to show due respect for Miss Nightingale.
