Today, cross-republic political activities entailing public and sometimes more secretive interactions are difficult to decipher. They are discouraged and downplayed by Moscow authorities, unless they take place in officially approved Federal District contexts overseen by presidential representatives. Before these mega-regions modeled on military security districting were established by President Putin, presidents of republics were much freer to jointly advance specific group interests with the federal center. However, informal consulting on cross-republic strategies regarding Moscow-derived policies and legal issues does occur. Local debates about the appropriateness or effectiveness of elections at various levels are frequently more open than some of those same debates in Moscow and St. Petersburg. We can discern patterns concerning increased public anger over election falsification, fear of police discrimination against those of Asian appearance, and cynicism about the glorification of Russia’s role in local histories.

Federal-level decrees may be received and activated in various ways. When Tatarstan’s bilateral agreement with Moscow was not renewed in 2017, anguished messages of resentment flew among the intelligentsias of various republics, including Sakha, Buryatia, and Tyva. Similar solidarity, with ripple effects beyond the elites, is reflected in protests against the 2020 centralizing and Russifying changes to Russia’s Constitution, discussed in the book’s conclusions.
