When you click on Browse on your device, your finder image on Mac or folder on Windows will appear. Navigate to the file that you want to open. In this example, I am going to select a JPEG image file (.jpg). Next, I will click Open.

Adobe Express will process this action:

Once Adobe Express has finished processing the conversion of your JPEG file into a PDF, the Download button will appear:
